TOP OF THE AGENDA: Interest Rates and Bailouts

Following new signs of U.S. economic weakness and fears that inflation could deepen global economic concerns, policymakers in Washington are abuzz over interest rates and economic bailouts. U.S. Treasury Secretary Henry M. Paulson spoke out yesterday against new economic stimulus proposals circulating on Capitol Hill. Paulson defended President Bush’s stimulus package, which has already passed, and said some of the new packages would provide bailouts for reckless lenders and investors (WSJ), rather than help for cash-strapped mortgage borrowers.

Paulson’s comments coincided with new testimony (PDF) from U.S. Federal Reserve Chairman Ben Bernanke, who noted contradictory inflationary and recessionary pressures but said his primary goal in the short term is staving off a recession. Bernanke’s testimony also prompted expectations of further cuts (FT) to the Fed’s benchmark interest rate when the body’s board of governors meets next month. The prospect of new rate cuts sent the U.S. dollar falling (Bloomberg), and it traded near record lows against the euro.

A new Daily Analysis notes that some prominent economists now say that the chance of a deep recession—while still limited—is growing.

MIDEAST: Fresh Israeli-Palestinian Violence

Following rocket attacks on Israel, a new wave of Israeli air strikes on the Gaza Strip killed four militants and left at least seventeen people dead overall, the BBC reports.

PKK: A policy paper from the Washington Institute urges trilateral cooperation among Turkey, Iraq, and the United States. The paper says each of the three has much to gain from cracking down on militants from the Kurdistan Workers Party, or PKK.

Sovereign Wealth Funds: The Economist Intelligence Unit looks at suspicions over mainly Arab oil-state sovereign wealth funds, noting the political backlash the funds have drawn in the west.

PACIFIC RIM: Thaksin Returns

After seventeen months in exile, deposed former Thai Prime Minister Thaksin Shinawatra returned home to Thailand today (BBC). An unsigned analysis in the Bangkok Post argues there couldn’t be a better time for Thaksin to return, but says the event also sets up a potential “replay of the dramatic 2001 confrontation of Thaksin versus the judicial system.”

The Pakistani paper Dawn reports that one of the first orders of business for Pakistan’s new coalition government is to resolve the country’s judicial crisis by restoring judges deposed last year by President Pervez Musharraf. If the judges’ powers are restored, some analysts predict they will seek to overturn the vote that returned Musharraf to office last year.

India: The Financial Times reports that a new environmental survey due out today ranks India’s two largest cities, Mumbai and New Delhi, as having the worst air quality in the world.

AFRICA: Breaking Kenya’s Deadlock

The Kenyan paper Daily Nation reports on the efforts of African Union Chairman Jakaya Kikwete and former UN Secretary-General Kofi Annan to restore negotiations on political reconciliation in Kenya, which broke down yesterday.

U.S. Aid: A paper from the Center for Global Development surveys trends in U.S. foreign assistance. The paper says the overwhelming majority of U.S. aid money has flowed to Iraq and Afghanistan in recent years, but notes that assistance to Africa has risen substantially.

South Africa-France: AFP profiles French President Nicolas Sarkozy’s trip to South Africa, where talks on energy cooperation will front the bill.

AMERICAS: Colombia Hostage Releases

The Los Angeles Times reports that four Colombian hostages have been released after six years in captivity by rebels from the country’s leftist FARC militia. The article says representatives of Venezuela’s President Hugo Chavez helped secure the hostages’ release.

CAMPAIGN 2008: Iraq, NAFTA, Bloomberg

Sen. John McCain (R-AZ) and Sen. Barack Obama (D-IL) engaged in a general election-style war of words over Iraq policy. Meanwhile, Sen. Hillary Clinton (D-NY) explained the progression of her position on NAFTA. In an interview with PBS’ NewsHour Wednesday, she said NAFTA’s negative impact was “not so obvious in the economy” until the Bush administration took office because “they stopped enforcing trade agreements, they really stopped going to bat to try to keep jobs in this country.”

New York City Mayor Michael Bloomberg ended speculation that he might run for president as an independent Thursday with an op-ed in the New York Times. Bloomberg also weighed in on some of the hot issues of the campaign, saying the candidates “must know better” than to think the United States can fix the economy “by isolating America from global trade,” or to think the issue of immigration can be resolved “with border security alone.”

Evangelical leader John Hagee endorsed McCain for the Republican nomination Wednesday. At a press conference, Hagee praised McCain for his support of Israel.

EUROPE: Russia’s Military Woes

RFE/RL reports that poor infrastructure and a series of hazing scandals have weakened the political position of the Russian military.

Russian Business: The Christian Science Monitor reports on the efforts of a young entrepreneur in Moscow, noting that the “Putin generation” faces more opportunity than its predecessors, but also lingering corruption.

France-Europe: Deutsche-Welle reports that French President Sarkozy has irked some of his fellow European leaders through “go-it-alone” policies.

OPINION ROUNDUP: Turkish Islam

A Turkish scholarly project aiming to reinterpret Islam draws editorial attention Thursday. The Financial Times, in an editorial, describes this as Islam undergoing a form of globalization—and says Turkey’s success in coming up with a modern but identifiably Muslim political identity should give its religious modernism an edge. Adrian Hamilton-West, writing in the Independent in London, says this reinterpretation opens up the intriguing possibility that Turkey, an eager applicant for joining the EU, could bring with it an Islam redefined and more acceptable to a liberal West.
