NWO PERSONNEL FILE#1

The Chaperone

Description: A Master of disguise, this female(62.345%prob) agent may
assume any likeness she chooses. She almost always appears female
however. Her disguises are both standard and procedurally effective.

Mission Applicability: the Chaperone specializes in HUMINT surveillance
and close support operations. 

Contact Data: The chaperone may be contacted through the HUMINT Control
in your sector.

Method of Operation: When contacted the chaperone asks for as much
information as possible on her assignment. She the proceeds to spend 1-2
days familiarizing herself with the assignment's daily routine and normal
place of employment, hang-outs, etc...
     Following engagement in close support she immediately reports in to
the local intelligence analyst. At no time does she maintain contact with
her assignment.

Personality Profile: The chaperone maintains no permanent residence
spending most downtime in safe houses or hotels. She prefers brief
relationships and
has little contact with friends or family. It is suggested that an agent
engage in a long lasting affair with her to preclude any unwarranted
personal contact with the enemy.

NWO PERSONNEL FILE#2

Agent 77

Description: a Man in Black

Mission Applicability: Agent 77 is a Special Intelligence Specialist who
investigates and deals with Counter-Intelligence. He often is able to
bring disloyal personnel to their senses and ferret out cells of Reality
Criminals. His effectiveness in achieving his mission objectives is
72.745% currently the highest among special intelligence specialists.

Contact Data: Only Intelligence Analysts (G-22) and above can request the
services of Agent 77 through sector COUNTINT control.

Method of Operation: Agent 77 poses as a new transfer into a sector, then
meets and befreinds all personnel, he then either entraps or gets
entrapped by possible disloyal personnel. He then attempts to subtly
redirect their efforts or confronts them with evidence of their misdeeds.
If this fails he is authorized to sanction disloyal personnel.

Personality Profile: Agent 77 likes to see people doing their job and
performing to the best of their ability. He highly respects competance.
When penetrating infiltrated sectors, he is completely ruthless in
bringing traitors to justice. But a good report from him will be entered
onto a personnel's Permanent Record.

NWO PERSONNEL FILE#3

The Mystery Man

Description: a man in grey

Mission Applicability: The mystery man delivers unsanctioned information
to local sectors and unaffiliated personnel. He can also serve as a
source of disinformation. His actions are sanctioned by NWO Contact
Control and are in support of the POGROM.

Contact Data: The Mystery Man is not eligible for contact through normal
channels.

Method of Operation: The Mystery Man typically makes contact in a
secluded public place and divulges information that serves the purpose of
the NWO. He often files a report on the subjects he contacts with the NWO
Information Bureau. 

Personality Profile: The Mystery Man feels that providing complete
information is the only way to see to the success of missions. When he
gets a report of improper flow of information he acts to smooth the flow
so information is provided without violation of unauthorized material. In
this way he maintains the security of NWO databases.

NWO PERSONNEL FILE#4

Trace Roberts

Description: A handsome man approaching middle age. Physically fit and
muscular. Brown hair and blue eyes, speaks with a German or eastern
European accent.

Mission Applicability: Trace Roberts is a non-valid operative. He is
incapable of procedures, both standard and dynamic. He is however, a
Special Intelligence Specialist. He specializes in overt sanctions. His
services are  to be utilized only in last resort. He has certain
enhancements provided by the Progenitors, and is an expert in firearms,
demolitions, hand to hand combat, physical fitness, surveillance and is
qualified to instruct in all these areas.

Contact Data: Central Sanction Control Office

Method of Operation: Roberts uses the most extreme means possible when
exercising sanctions. In one case he destroyed a small American Town in
pursuit of a particularly dangerous group of individuals. He is heavily
armed at all times.

Personality Profile: Roberts is a unsubtle soldier, he follows orders and
gets the job done. He loves his wife and family. He works well with
others and is remarkably well adjusted. He is highly moral and will not
terminate people he views as "good". His weakness in combat is his regard
for innocents and his desire to protect them. Is is suggested that his
situation remain unmodified for the present.

NWO PERSONNEL FILE #5

The Composer

Description: A nondescript man in his 30's Brown hair, blue eyes, average
height and weight. 

Mission Applicability: The Composer is a subliminal message technician.
He overides  local broadcasts with a carrier signal that embeds
subliminal messages into standard communications.

Contact Data: SIGINT Control Bureau

Method of Operation: The Composer travels in a large "stealth" van
equipped with pirate broadcast equipment. He prefers custom manufactured
goods from It-X robofactories. Upon recieving a mission assignment, the
composer spends 2-3 days devising a suitable subliminal signal to be
broadcast over a local area. He then sets up transmitters and recievers
at high altitudes around the area targetted (may require the aid of
several men in black for security). 

He then proceeds to blanket all transmission through the area with the
subliminal signal. This transmission can be tailored to specific
individuals, or affect any who are exposed to the signal equally. 

Personality Profile: The composer views his work as an art form. He is a
perfectionist and dedicated to detail and execution of his mission. He
has never failed a mission assignment and thus has a 100% efficiency
rating. The composer has a eclectic taste in music and produces his own
very odd compositions. (it is advised that listening to these
compositions may have unwarranted side effects)

NWO PERSONNEL FILE #6

The Long Lady

Description: A woman in her late twenties, Blond Hair, Grey eyes,
excellent physical condition.

Mission Applicability: The Long Lady is the most effective sniper in the
NWO. She was genetically engineered by the Progenitors (see file :1534:)
for just that purpose.  

Contact Data: Intelligence Analysts (G-22 or higher) may contact the Long
Lady thru the Sanction Control Office (SCOFF).

Method of Operation: Standard Sanction Control Procedures.

Personality Profile: The long lady is a interesting case study. She was
created by the progenitors to have a incredible lust for violence and
killing and yet remain completely loyal to the proper authorities. NWO
Mental Procedures have shown that her extraordinary temper only gets the
better of her when she is in contact with a sanctioned individual (or
mark). This strange two sided personality may lead to further difficulty
in the future, especially if she must sanction someone she has already
"imprinted" as *not* being a mark. 

NWO PERSONNEL FILE#7

The Theory King

Description: A robust caucasian male in his 60's, Salt and pepper hair,
beard and sunglasses.

Mission Applicability: The Theory King is in charge of the NWO
Information Bureau.

Contact Data: NWO Information Bureau

Method of Operation: The Theory King manages the NWO Database center and
all relevant computing systems and personnel. His methods of Infomation
Management have increased data retreval effeciency 3.776%

Personality Profile: The King likes to think of himself as a librarian,
keeping the information flowing to people who need it. He is one of the
best educated individuals in the world, holding multiple P.h.D's in a
variety of fields. He publishes his research in a number of journals
(including the Reality Criminal "Paradigma"). However, all his research
is simulated on the NWO Horizon1000 supercomputer and not tested in
"reality" This tends to lower his status in the scientific community.

NWO PERSONNEL FILE#8

Mr. Right

Description: The Man of your Dreams

Mission Applicability: Mr. Right is a HUMINT specialist who seduces
individuals with the intent of compromising them at a later date. He is a
disguise expert and qualified handgun instructor. He is able to perform
sanctions with a 63.23% rating.

Contact Data: The HUMINT operative in your sector can contact Mr. Right.

Method of Operation: Mr. Right shadows his "victim" for several days and
proceeds to insinuate himself into their lifestyle. Soon they come to
think of him as someone to be trusted and/or an object of desire. He
always insures incriminating evidence of sexual misconduct is available
and is prepared to betray his mark at any time.

Personality Profile: Mr. Right is a amoral sociopathic hedonist, he is
bisexual and was once a member of the Reality Criminal Cult of Ecstasy.
He was forcibly converted to the Technocracy by the Cookie Cutter (see
upcoming NWO PERSONNEL FILES). The degree of compromise is very high for
this agent and he should not be used for  missions which relate to the
Nephandi.

NWO PERSONNEL FILE#9

??????? The Questioneer ???????

Description: A thin angular-faced individual in his late thirties. Black
hair, Green Eyes

Mission Applicability: The Questioneer is a HUMINT Interogation
Specialist. He is available for indepth or cursory investigations.

Contact Data: The local HUMINT control in your sector can contact the
Questioneer.

Method of Operation: The Questioneer uses the latest technology to sift
the brains of individual who withold information from the NWO. He prefers
to have prisoners sent to his neuropsychiatric facility in the
Appalachian mountains for indepth questioning. For cursory examinations,
he relies on local facilities along with some of his portable equipment
and drugs. He makes individuals question their very beliefs in order to
make them divulge information. 

Personality Profile: The Questioneer is relentless, during questioning he
takes Neuroamplifiers to remain awake until the questioning is over. An
obsessive type, he rarely breaks long enough for meals or social
discourse. He is not sadistic but will cause pain if he deems it
necessary. He is a firm believer in the Socratic dialogue and will
incessantly pester operatives he works with.

NWO PERSONNEL FILE#10

The Murder Maker (M&M)

Description: M&M never appears the same way twice.

Mission Applicability: Head of the Sanction Control Office (SCOFF)

Contact Data: SCOFF

Method of Operation: M&M is reclusive and unseen. He or She operates from
behind the scenes and usually has subordinates attend any necessary
symposiums or meetings. This individual has the capability to judge ANY
member of the NWO as "unfit for service" (Pending approval from the
Central Command Authority) and will take immediate and direct action
should this unfortunate conclusion be reached.

Personality Profile: M&M seems to have a very ironic sense of humor if
one takes the time to read SCOFF internal memos. It is likely that M&M is
more than one individual and the constant puns in the SCOFF messages are
in fact some sort of internal code. Cryptography is however, reluctant to
work on such matters.

NWO PERSONNEL FILES #11 - #14

#11 Masker

Description: Masker is THE master of Disguise. He can appear as a child,
a woman or sometimes as an animal or unusual marauder. 

Mission Applicability: Masker is a HUMINT Infiltration Specialist. He is
the chief instructor for infiltration in the HUMINT Control Sector. 

Contact Data: HUMINT Control Sector (Masker is unavailable for missions)

Method of Operation: Masker is hardly ever utilized in the field,
claiming to be "retired". In actuality, he is occasionally dragged out to
perform especially delicate missions. Many agents were trained in the
fine art of infiltration by Masker, but do not realize exactly who
trained them (some are still wondering to this day). One notable
exception to this is the Chaperone (NWO PERSONNEL FILE #1) one of the
very few agents to see the Masker's true face.

Personality Profile: Masker is a grand illusionist, he revels in
deception of other people's senses. When not acting in a role, he often
does parlor tricks and sleight of hand. If he was not an agent for the
NWO he could be a world class stage magician. 

#12 Scorekeeper

Description: a pleasantly plump middle aged woman, red hair, blue eyes.

Mission Applicability: Scorekeeper is a Data Management Auditor(DMA) in
Administration. She rates NWO agents on mission performance, bureaucratic
accuracy and countless other minutiae. She only possesses :Black:
security clearance.

Contact Data: Performance Analysis Bureau (PAN)

Method of Operation: The scorekeeper feeds all her data into a master
analysis program at PAN. She then reports on areas which need improvement
and suggests solutions for efficiency. 

Personality Profile: The Scorekeeper is an extremely frustrated woman.
She feels that her job is clearly in need of security clearance upgrade.
Often she must enter incomplete or non-existant data into the Computer,
and of course "Garbage in, Garbage Out". Her mission efficency is a
pathetic 4.328% (+/-5% margin or error) due to her lowly security
clearance. Unfortunately all DMA's are security clearance :BLACK: and not
privy to much information.

#13 The Cookie Cutter [C2]

"C is for Cookie, that's good enough for me, C is for Cookie, C"
-Cookie Monster, Sesame Street 

Description: A thickly bearded man in his early forties. He always wears
prescription sunglasses and a Blue suit.

Mission Applicability: Mind Control Specialist (MCS), qualified to train.
(PSYWAR)

Method of Operation: C2 uses psychological warfare prototype development
and neuropsychiatry treatment. C2 takes uncooperative elements and
renders them stable members of society. He has never failed in any of
these attempts, the only MCS to hold a 100% rating. He has developed the
Pharmaceutical Synthesis System Assembler, which tailors drugs to
individual neurochemistry. In conjunction with this device he also uses a
Kirlian Multimedia (Audio/Visual/Spirtual) Projection System to override
auras and impose a external and artificial pattern of thought onto his
victims. He has both portable and stationary facilities and can be
anywhere at a moment's notice, using Void Engine Gates or his personal
learjet.

Personality Profile: The Cookie Cutter likes people to be similiar in
thought and deed. He makes sure anyone who comes into his clutches leaves
a better person. They become just a little nicer, a little neater in
appearance, they care about others just a little more. C2 is a very
polite and kind soft-spoken individual and reminds people of Mr. Rogers
or Jim Henson. He treats everyone but certain Nephandi with respect and
expects them to be on their best behavior. He is often giving lectures on
inappropriate behavior when he sees it, and commands respect whever he
goes. On the side, he serves as a psychological consultant to children's
televison programs.

#14 QuickSwitch

Description: a very plain individual in his early thirties, brown hair,
bright brown eyes, pleasant smile. Blends in with the crowd.

Mission Applicability: QuickSwitch is a courier (HUMINT Physical
Transmission Specialist) He is an expert automobile driver and acrobat.
He is qualified in firearms and hand to hand combat.

Contact Data: The HUMINT control in your sector can contact QuickSwitch.

Method of Operation: QS makes dropoffs and pickups of sensitive
materials. He speaks many languages and operates virtually every known
type of vehicle (land sea or air). He is known among black marketeers,
arms dealers, and espionage agencies as a trustworthy freelancer who
doesn't mind risking his life.

Personality Profile: QS is an adrenaline junkie, he lives for excitement
and has a daredevil attitude. He craves danger and is just waiting on
edge for his contact to turn on him so he can snatch, grab and getaway.
His thrill seeking causes him to seek out questionable contacts and when
they try to rip him off, he turns the tables and rips them off with a
laugh and a smile. He views himself as a modern day swashbuckler and has
a large collection of antique rapiers.

NWO PERSONNEL FILES #15 - #20

#15 The Insider

Description: A tall attractive woman with black hair and green eyes. Her
age is indeterminate, but could be from late twenties to early forties.

Mission Applicability: The Insider is the North American OverSector
(NAOS) Regional Commander. She represents the USA on the World Advisory
Council with Dr. Emil Zotos (the Magic Czar-see Project : Twilight for
more detail).

Contact Data: NAOS HQ (insider@hq.naos.nwo.org)

Method of Operation: The Insider has risen through the ranks over a
period of 37 years, she is, like many high ranking Technomancers, much
older than she looks. She awakened in 1974 while serving on the
Trilateral Commission and has since been involved in suppressing reality
deviance. Previous to service on the Trilateral Commission she was
developing and contracting cryptographic technology to the highest
bidder, and continued this work with the NWO. Eventually she was placed
in charge of SIGINT for NAOS and rose to NAOS Command. She is typically
surrounded by several elite Men in Black and Hit Marks. (Rumor Control
(FILE #19) suggests that she has an experimental Hyper Intelligence VII
on her bodyguard). Agents have seen her break several "unbeatable" codes
at first glance.

Personality Profile: The Insider is a family woman (her husband and kids
are under tight but covert security). She is a good mother (when she is
home) and her husband thinks she works for a defense contractor. On the
job she can be completely ruthless and efficient when a crisis develops,
but usually follows a progressive style of leadership (*not* management).

#16 SenseHawk

Description: A short stocky bald man, prominent roman nose, usually wears
tiny round little shades. 

Mission Applicability: SenseHawk is a Urban Surveillance Specialist
(SIGINT/URSUR) and works best with a well armed backup team for
elimination or extraction. 

Contact Data: SIGINT Urban Surveillance Office. (URSUR)

Method of Operation: SenseHawk utilizes a fully loaded stealth van
equipped with telescopic cameras, thermographic imaging, laser listening
microphones, parabolic receivers, tempest gear, blueboxing equipment,
full spectrum recievers, jamming/spoofing broadcasters, and a wet bar. He
has a knack for good timing and is often in the right place at the right
time.

Personality Profile: A angry harsh man, he shuns social discourse and
spends his off hours drinking heavily. His latent alcoholism has yet to
interfere with his job, but may compromise him during downtime. He once
worked as a private detective and was married to a Cult of Ecstasy Mage,
but his wife turned barabbi and attempted to murder him and his daughter.
He spontaneously awakened and destroyed her with dynamic forces magick,
but was unable to save the life of his daughter. The Masker (FILE #11)
recruited him soon after (in a disguise of course)

#17 The Stripe Artist

Description: A towering muscular woman, thirtyish, short auburn hair,
blue eyes. 6'8" 

Mission Applicability: Demolitions and Engineering Specialist (CIVINT).
Also a Hand to Hand Combat Instructor.

Contact Data: Civil Intelligence Bureau (CIB)

Method of Operation: The Stripe Artist relies on shaped charge explosives
to produce property damage on a large scale. Her command of state of the
art experimental explosives, combined with her knowledge of structural
weaknesses and combusible physics makes her invaluable to any demolitions
operation. The codename Stripe Artist comes from the fact that most of
her most effacious explosions use a matrix of braided explosive "stripes."

Personality Profile: The Stripe Artist is a get down to business, no
nonsense professional. She says little to her co-workers and spends her
off hours experimenting with more odd chemicals and reading trade
journals. If she wanted to she could probably build a small nuclear
device. The one thing in life she truly loves besides blowing things up
is her Black Irish Wolfhound - Monroe, a Progenitor breed.

#18 Navajo

Description: Native American Male, age 46, black hair and eyes. Average
height and weight.

Mission Applicability: Cryptoanalytical Technician (SIGINT) Expert
Marksman, HUMINT Infiltration Training by the Masker. Qualified for
Surveillance.

Contact Data: Signal Intelligence (SIGINT) Transmission Control Authority
Cryptographic Office.

Method of Operation: Navajo is a  multi-skilled individual who
specializes in dissonance with Order of Hermes linguistics. He disrupts
Deviant Rituals by using  sonic counter-harmonic algorythms. He also
intecepts and breaks codes used by OoH couriers.

Personality Profile: His father was a code-talker for the Army in WWII
and introduced him to the NWO. He often works with the Sensehawk (FILE
#16) in surveillance missions on OoH chantries. He also spends off hours
working for Native American Interest groups. He is being carefully
monitored for possible Garou sympathies.

#19 Rumor Control

Description: A attractive woman in her early thirties, blonde well-styled
hair and grey eyes. 

Mission Applicability: Media Control Specialist (PSYWAR) Qualified for
Data Analysis.

Contact Data: PSYWAR Media Bureau

Method of Operation: Rumor Control feeds lies to the credible and truth
to the non-credible. In this way she serves as a source of diinformation.
She also has some control over media content in her role as Producer for
a Certain News Network. 

Personality Profile: Rumor Control is a notorious gossip, but she
restrains her talk to NWO operatives. In this fashion suppressed events
have a way of getting out to NWO agents in Rumor Control's sector, and
spread thru the Technocracy from there. On more than one occassion this
has led to serendipitous successes and may be deliberate on her part.

#20 RedBranch

Description: A drop-dead gorgeous redhead.

Mission Applicability: Convention Relation Specialist (HUMINT) she
handles surplus technology elimination. Deals primarily with ITERATION-X
and $yndicate.

Contact Data: RedBranch can be reached via your HUMINT Control.

Method of Operation: Redbranch sells It-X and NWO obsolete technoilogy to
the $yndicate, and other interested parties. She has many contacts in the
Black Market and Arms Dealer world. Typically she uses QuickSwitch (FILE
#14) to make personal contact with buyers while she handles thing with
the sellers. 

Personality Profile: Redbranch is amoral and emotionless, but totally
reliable. To her, the most important thing is credibility, aquiring and
maintaining it. She uses her appearance to put people off guard and
manipulates everyone around her. She is an ideal operative for covert
intra-convention mission supervision.
