People involved in the negotiations, who asked not to be named because the talks were confidential, said this month that Newsday’s owner, the Tribune Company, seemed headed toward accepting Cablevision’s bid, which at $650 million was the highest. Mr. Murdoch, however, told investors and analysts in a conference call on Wednesday that he remained confident, counseling, “Just be patient for a couple of days.”

Despite that statement, the News Corporation told Tribune on Saturday morning that it was withdrawing its $580 million bid, said Gary Ginsberg, a News Corporation executive vice president.

It was not clear whether the other remaining bidder, Mortimer B. Zuckerman, owner of The Daily News, might try to raise his offer, also $580 million. A spokesman for Mr. Zuckerman declined to comment.

People close to Mr. Zuckerman have said that although he genuinely wanted Newsday, he would not lose sleep if Cablevision’s offer were accepted. His real fear, these people said, was that Mr. Murdoch, who controls The New York Post and The Wall Street Journal, might get it.

Mr. Murdoch said a week ago that he would not raise his price, and people briefed on his talks with Tribune said that he stuck to that position even after it became clear that he needed a higher offer to beat Cablevision.

The negotiations have taken some twists since the Tribune, which is short of cash, put out word in March that it wanted to sell Newsday, the Long Island newspaper that has the 11th-largest circulation among American dailies. Cablevision was, at first, seen as the unlikeliest of contenders, and it took itself out of the running last month, only to re-enter the bidding weeks later.

Competitors insisted that Cablevision’s offer was not, as it appeared, truly worth $70 million more than the others — primarily because Cablevision was also bidding for the real estate occupied by Newsday, while Mr. Murdoch and Mr. Zuckerman had agreed to let Tribune continue to own it. But they conceded that even with that difference, Cablevision’s offer was the highest, by perhaps $40 million.

Buying Newsday would have given the News Corporation control of a third major paper in the New York region. Consolidating operations and offering combined advertising buys could have made The Post profitable for the first time in generations and made it a much stronger competitor to its archrival, The Daily News.

But a News Corporation takeover of Newsday could have run afoul of federal regulators, because in addition to The Post, the News Corporation owns two television stations in the New York Area, WNYW and WWOR. The company is seeking waivers from rules that generally prohibit owning a newspaper and a television station in the same market, and owning Newsday might have made it harder for the company to make its case.

Mr. Zuckerman also saw opportunities to strengthen his tabloid, whose executives say makes a modest profit.

Cablevision, controlled by the Dolan family, owns no newspapers and does not have the same obvious opportunities to save money by merging operations. Industry executives said that Cablevision would probably have to invest heavily in upgrading Newsday’s printing plant.

The company is a major cable television provider, the dominant one on Long Island. It also supplies Internet and telephone services, and it owns Madison Square Garden, Radio City Music Hall, the New York Knicks and the New York Rangers.

Analysts and people close to the Dolans say that with Newsday, the company could offer combined advertising sales and subscriptions, and could use the print and digital operations to promote each other. But throughout the talks, the Dolans and Cablevision have maintained silence about their bid or the rationale for it.

Tribune went private last year in an $8.2 billion deal orchestrated by Samuel Zell, now the chairman and chief executive, that left the company with $12.8 billion in debt. Mr. Zell planned from the start to sell two Tribune assets, the Chicago Cubs and Wrigley Field, but said he intended to keep the newspapers and television stations that were the core of the business.

But with newspaper advertising revenue falling fast across the industry, and the Cubs deal slow to materialize, Mr. Zell conceded that the company probably needed to sell more assets to meet its debt obligations, including balloon payments due in December and in mid-2009.

In March, the three major contenders expressed interest in Newsday, as did a smaller media player, Jared Kushner, owner of The New York Observer, a weekly paper. But Cablevision seemed to lose interest, according to others involved in the talks.

The bidders learned that Newsday was more profitable than they had guessed, generating more than $80 million in profit last year on about $500 million in revenue. Perhaps more significant, after briefings by Tribune, they concluded that Newsday’s operations were so inefficient — particularly printing, delivery and circulation — that there were significant opportunities to improve financial performance.

Three weeks ago, the News Corporation reached a handshake deal with Tribune, but the others protested that they had been told there was still time to submit bids. A few days later, Mr. Zuckerman, who had offered a lower figure, matched Mr. Murdoch’s $580 million bid. Mr. Kushner, who was not prepared to go that high, tried to persuade Cablevision to issue a joint offer. A few days after that, Cablevision made its $650 million bid.

Unterwegs regelmäßig auf der WLAN-Suche? T-Shirt, Schuhe und Rucksack spüren Hotspots auf und ebnen so den Weg ins Internet.

Ein Schuh namens „A Step in the Right Direction“ weist Internetnutzern künftig den Weg zum nächsten WLAN-Hotspot.

MIIT dates back to 1896 when on the command of His Imperial Majesty Nicholas II Moscow Engineering school was founded. At the end of the XIX century prominent Russian scientists, teachers and engineers such as N. Lebedev, F. Maksimenko., L. Proskuryakov., S. Solovyov, K. Tseglinsky, S. Chaplygin. and others initiated the establishment of the school . Now Moscow State University of Railway Engineering (MIIT) is the leading and largest transport institution of Russia with more than 17,000 undergraduate and postgraduate students. The University is a base institution in Education and Methodology Association in the field of railway transport and transport construction. Every year about 25,000 top managers and specialists take professional development courses in MIIT.

The University comprises seven Institutes:
(The Institute of Rail Track, Construction and Structures; the Institute of Control Systems, Telecommunication and Electrification; the Institute of Transport Engineering and Operations Management ; the Institute of Rail Operation and Information Technologies; Economics and Finance Institute; the Institute of Humanities; Law Institute ), the Russian Academy of Transport, Medical College and Gymnasium,

There are also four faculties:
- The Faculty of Ecological Safety;
- Part time Programs Faculty;
- Military Training Faculty;
- The Faculty of Pre-university Training

The University also includes: Coordination and Analytical Centre for Training Scientific and Academic Staff and Transport Specialists, International Academic Mobility Centre, Regional Centre for Testing School-leavers, Linguistic Centre and the Centre for Supplementary Training in Transport Designing.

MIIT is the centre of University Academic community which comprises 59 educational institutions of different levels from 16 constituent entities of the Russian Federation. The total area of the University is 224.5 thousand square meters.

MIIT has 54 buildings, twelve of which are educational ones. It provides students with 7 hostels, the University Community Centre, and the Sports Centre.

MIIT can boast one of the largest University libraries in Moscow with more than 2.5 million books, its status being an extra-category one.

Corporate computer network (Internet/Intranet) has been developed at the University for about 1,000 users among which are the departments, research and academic laboratories.

The University trains students in 52 study programs. At the beginning of the 1990s MIIT offered its students a wide range of study opportunities of different levels of education: bachelor of science , specialist, master of science. Nowadays there are 17 ‘bachelor’ programs and 13 ‘master’ programs of different directions.

Training future specialists goes hand in hand with an efficient system of upbringing and character traits formation which includes students building teams ( MIIT initiated the rebirth of students building teams movement in Moscow), students scientific societies, students extra employment service, vocational clubs , various contests and sports competitions, inter- -university activities, leisure activities, etc.

The University is known for high academic standards and high quality tuition. It trains qualified specialists for 10 fields of science and 61 scientific specialities. There are currently more than 400 students taking post-graduate courses and those working for their doctor’s degree. MIIT has 12 Doctorate Scientific Councils.

Scientific research work is carried out along the lines closely connected with modernization of transport complexes operation; introduction of new technologies, forms and methods of transportation processes operation; solving economic and ecological problems of railway transport; providing rail traffic safety; IT on transport ; the development of railway infrastructure (track and track facilities, rolling stock, automation and telecommunication, railway power supply ) along with the branch reforming and interaction of various transport modes.

Since 1946 MIIT has been training specialists for foreign countries. More than 2.5 thousand students from 72 countries have graduated from MIIT, 412 foreign specialists have defended their Ph.D and doctoral theses. More than 800 foreign citizens have had their academic internship at the university.

Supercomputing is a zero billion dollar market but a huge driving boost for technology and systems for the future.

Today, applications in the engineering and scientific world are the major users of the huge computational power offered by supercomputers In the future, the commercial and business applications will will increasingly have such high computational demands.

Supercomputers, once built on technology developed from scratch have now evolved towards the integration of commodity components. Designers of high end systems for the future have to closely monitor the evolution of mass market developments. Such trends also imply that supercomputers themselves provide requirements for the performance and design of those components.

The current technology integration capability is actually allowing for the use of in other times supercomputing technologies within a single chip that will be used in all markets. Stressing the high end systems design will thus help develop ideas and techniques that will spread everywhere.

A general observation about supercomputers in the past is their relatively static operation (job allocation, interconnect routing, domain decompositions, loop scheduling) and often little much coordination between levels.

Flexibility and dynamicity are some key ideas that will have to be further stressed in the design of future supercomputers. The ability to accept and deal with variance (rather than stubbornly trying to eliminate it) will be important. Such variance may arise from the actual manufacturing/operation mode of the different components (chip layout, MPI internals, contention for shared resources such as memory or interconnect…) or the expectedly more and more dynamic nature of the applications themselves. Such variability will be perceived as load imbalance by an actual run. Properly addressing this issue will be very important. The application behavior typically shows repetitive patterns of resource usage. Even if such patterns may be dynamic, very often the timescales of such variability allows for the application of prediction techniques and matching resources to actual demands. Our foreseen systems will thus have dynamic mechanisms to support fine grain load balancing, while the policies will be applied at a coarse granularity.

As we approach fundamental limits in single processor design specially in terms of the performance/power ratio, multicore chips and massive parallelism will become necessary to achieve the required performance levels. A hierarchical structure is one of the unavoidable approaches to future systems design. Hierarchies will show up at all levels from processor to node and system design, both in the hardware and in the software. The development of programming models (extending current ones or developing new ones) faces a challenge of providing the mechanism to express a certain level of hierarchy (but not too much/detailed) that can be matched by compilers, run times and OSs to the potentially very different underlying architectures. Programmability and portability of the programs (both functional and performance wise, both forward and backwards) is a key challenge for these systems.

The approach to address a massively parallel and hierarchical system with load balancing issues will require coordination between different scheduling/resource allocation policies and a tight integration of the design of the components at all levels: processor, interconnect, run time, programming model, applications, OS scheduler, storage and Job scheduler. By approaching the way of operation between supercomputers and general purpose, this zero billion dollar market can play a very important role of future unified-computing.

TOP OF THE AGENDA: Cyclone Toll Soars

Estimates of the toll from Burma’s cyclone have surged (al-Jazeera) to more than 15,000 people dead and 30,000 wounded. If accurate that would make the storm the deadliest natural disaster since the December 2004 tsunami that killed tens of thousands in South Asia. Residents reported widespread devastation, with water and food shortages mounting ( NYT ).

But despite the urgent need for international assistance, Burmese military rulers faced outside criticism for not allowing access to victims. U.S. First Lady Laura Bush, making a rare foray into a high-profile foreign policy crisis, lashed out at the reclusive nation and blamed it for failing to protect its people (WashPost). The director of the UN’s food program tells PBS’s NewsHour she worries the storm, which hit in the middle of the rice harvest, could exacerbate the food crisis in Southeast Asia. Meanwhile, Burma’s military rulers have said they will delay by two weeks a planned constitutional referendum planned for regions where the cyclone hit (VOA).

TAMPA, Florida (CNN) — Some Christian congregations, particularly in lower income, urban areas, are turning to an unlikely source for help — the Church of Scientology.

Scientologists do not worship God, much less Jesus Christ. The church has seen plenty of controversy and critics consider it a cult. So why are observant Christians embracing some of its teachings?

Two pastors who spoke recently with CNN explained that when it comes to religion, they still preach the core beliefs of Christianity. But when it comes to practicing what they preach in a modern world, borrowing from Scientology helps.

The Rev. Charles Kennedy, of the Glorious Church of God in Christ, a Pentecostal church in Tampa, Florida, and the Rev. James McLaughlin, of the Wayman Chapel African Methodist Episcopal Church in Houston, Texas, are among the theological hybrids. Watch Rev. Kennedy preach »

They say they are not scared off by programs with ties to a church that critics say has aggressive recruiting, secretive ways and rigid theology. As men of God rooted in Christian values, they do not see Scientology as a threat to their faith, but rather as a tool to augment it.

Scientology was founded in the 1950s by L. Ron Hubbard, a science fiction writer. Followers are taught that they are immortal spiritual beings called thetans. Although the church says there is a supreme being, its practices do not include worshipping God.

“I’m looking for solutions, and the people that I help, they don’t ask me who L. Ron Hubbard is,” said McLaughlin, who works with addicts. “You know what they say? ‘Thank God.’ “

Critic Rick Ross, a court-certified Scientology expert, sees something more sinister at work. He warned that mainstream acceptance makes it easier for the Scientologists to achieve their ultimate goal — new recruits.

“Their hope is that through these programs, people will become more interested in L. Ron Hubbard, what else Mr. Hubbard had to offer, and this will lead them eventually to Scientology,” Ross said.

The church has long been in the headlines for practices critics say are little more than cult-like mind control. It is also known for its stable of devout celebrity followers.

And according to published reports, Scientology has been recently diversifying its outreach to include other religions and ethnic groups.

Kennedy, McLaughlin and a handful of other Christian church leaders — no one can say how many — are finding answers to their communities’ needs in Scientology’s social programs.

For Kennedy, it began two years ago when he attended a meeting at the Church of Scientology’s spiritual headquarters in Clearwater, Florida. He was introduced to a book called “The Way to Happiness” — Hubbard’s 64-page, self-described “common sense guide to better living.”

In the book, which lays out ways to maintain a temperate lifestyle, Kennedy found a message he believed could help lift his predominantly lower income African-American congregation. He said the book’s 21 principles help them with their struggle in an urban environment where there is too much crime and addiction and too little opportunity.

Kennedy knew that before he could introduce any Scientology-related text to his congregation, he would have to prove that it did not contradict his Christian beliefs. And so, he found Scripture to match each of the 21 principles.

Now Kennedy uses “The Way to Happiness” as a how-to supplement to his sermons. He believes it is easier to understand and clearer to follow than ancient Scriptures taken from the Bible.

When asked whether Scientology’s values contradict the religion of Jesus Christ, Kennedy replies, “Sometimes yes. Sometimes no.” But he says his congregation can relate to “The Way to Happiness.”

Kennedy admits other pastors have criticized him, but the disapproval is not enough to discourage him. He insists that he has witnessed the changes “The Way to Happiness” has inspired in people. He also maintains that the Scientologists, many of whom he calls friends, are successful at outreach and getting desired results.

At Kennedy’s C. L. Kennedy Center, free tutoring based on Hubbard’s “study tech” philosophies is provided to dozens of children and some adults. Kennedy’s daughter, Jimirra, is one of the instructors. She said “study tech” and the Scientology orientation classes she attended helped her graduate from high school and become a poised woman.

Though Jimirra Kennedy insists she does not ascribe to the religious side of Scientology, she still considers herself, at least in part, Scientologist. “We say this all the time and I know my father says this, but I am like a P
